D.C. Commission Orders Utility to Offer Better Terms for Net Metering Customers

The District of Columbia Public Service Commission (PSC) has issued an order accepting in part, and rejecting in part, portions of the Potomac Electric Power Company's (Pepco) suggested standard contract for net metering. The order (Case No. 945-E-1402) issued February 23 requires Pepco to file a new standard contract for net metering customers with small solar and renewable power generators at their homes or businesses within 30 days.
Specifically, the PSC ruled that Pepco may not require customers to carry additional insurance for net-metered systems. The commission also rejected Pepco's argument that net-metered customer-generators that fail to comply with certain terms of the suggested contract should be immediately disconnected and permanently denied access to net metering.
