Connecticut Offers New Incentives for Distributed Power Generators

The Connecticut Department of Public Utility Control (DPUC) has that adopt guidelines for new ratepayer funded programs that provide incentives to electric customers who generate electricity on site. These guidelines (DPUC dockets 05-07-16 and 05-07-17) make several incentives accessible to customers who want to invest in distributed generation at their homes or businesses, including:
- Grants up to $200 per kilowatt (kW) for emergency generators.
- Grants up to $450 per kW for combined heat and power systems.
- Waiver of gas-distribution charges for natural gas used by distributed generating facilities.
- Exemption from back-up charges and demand ratchets for participating customers that need power from their electric company if the customer's system isn't operational.
- Renewable energy credits that customers may sell for electricity produced on their systems.
In addition, DPUC has contracted with Bank of America to provide low-interest loans to customers that seek to finance distributed generation plans rated at in excess of 50 kilowatts (kW). Bank of America will offer up to $150 million of financing at the prime interest rate through the end of 2006.
